A former interpreter for late Chinese leader Deng Xiaoping, Victor Zhikai Gao is now Director of the China National Association of International Studies. Amongst others, he is also an Executive Director of Beijing Private Equity Association, as well as Chairman of its International Committee. He is a recognised expert on many aspects of Chinese culture and society, such as anti-corruption and the rule of law, as well as on China’s international relations. He regularly writes for major national and international publications, covering China-related issues and topics such as energy, sustainable development, private equity and many more.

Victor Gao has extensive experience in both government and corporate organisations. He was with the Chinese Foreign Service and the U.N. Secretariat between 1983 and 1989, and was the China Policy Advisor with the Hong Kong Securities and Futures Commission in 1999 and 2000. Amongst others, Victor Gao also held senior positions with Morgan Stanley, PCCW, and most recently CNOOC Limited, where he served as Senior Vice President, General Counsel, Company Secretary, as well as being a Member of the CNOOC Investment Committee and a Director of CNOOC International.
Victor Gao holds a J.D. degree from Yale Law School, an M.A. in Political Science from Yale Graduate School, and an M.A. in English Language and Literature from Beijing University of Foreign Studies.
